Suburi literally translates to something like 'elemental style', or even 'fundamental swing'. Additionally, a jô is a short staff, and a ken is a sword, so therefore jô suburi translates to 'fundamental short staff exercises', ken suburi translates to 'fundamental sword exercises', and the word aiki preceding each name merely indicates that these exercises are derived from or relate to the practice of aiki (or in this case, aikido).
There are 20 aiki-jô techniques, and 7 aiki-ken techniques, consisting of one to three or four move sequences that teach fundamental attacks, evasions, and blocks with the short staff and sword. Weapons training is enormously different from empty handed training. Even these basic exercises (which are performed solo), require much more coordination and concentration than empty handed techniques. Becoming proficient at a weapon technique generally takes much longer than an empty hand technique and extensive repetition of basic strikes is necessary. As such, these techniques are taught when they are so that a student has sufficient time to practice them prior to learning the first weapon kata, a requirement for 3rd kyu. American Butokukan teaches the suburi as a requirement for a 5th kyu in karate, although they originate with the aikido taught by aikikai honbu. We teach them in essentially the same form and in the same order as renowned aikido instructor Saito Morihiro Shihan taught them.
